            The special town board meeting was held on the above referenced date at the Town Hall, Bloomingdale, NY.

PRESENT:     Supervisor Joyce W. Morency, Deputy Supervisor Charles Whitson, Jr.,                                     Councilmen Earl J. Dakin, Jr., Samuel Grimone, Thomas Jones,

                        Town Clerk Cynthia A. Woodson

            Supervisor Morency called the meeting to order at 5:20 p.m.

SAM: Joyce, at the last meeting you asked me to do a follow-up on the letter from Sunmount regarding the housing location at 88 Rockledge Lane. The letter stated that it needed a response within 40 days. I called several neighbors on the street and no one I spoke with had been contacted about this.

SAM: I have two concerns regarding the housing. One, it doesn’t say what type of disability and two, the neighbors said that the Fischers had been noticeably tight-lipped about the possible sale. I talked to Les parker from ARC, he is the CEO of ARC, and it was never mentioned to him – he found out about it from me. I recommend a board meeting with Mr. James Tebo from Tupper Lake.

SAM: The paragraph in the letter states: “As provided in section 41.34 of the Mental Hygiene Law, please consider this letter as formal notification of the interest and intent of Sunmount Developmental Disabilities Services Office (DDSO) to establish a specific Individual Residential Alternative (IRA) for five (5) adults with developmental disabilities in the Town of St. Armand. Sunmount DDSO has located a home at 88 Rockledge Lane, Saranac Lake, NY (Property owners: Mr. & Mrs. Douglas Fischer). Please be further advised that under 42.34 of the Mental Hygiene Law, you have the option within 40 days to approve this site, offer an alternative location, reject this site, or not reply at all, which will imply your approval.”

SAM: I guess it’s a question of why the secrecy all of the sudden.

TOM: Does it indicate what type of people will live there?

SAM: Only the number of community support residences in Essex County and a list of them. Some of these, however, are nursing homes, etc.

SAM: We should ask our lawyer to look at it in case of severe restrictions. Recommend a meeting before July 7th.

JOYCE: If the neighbors you talked to don’t want it; the board should help support them.

SAM: If it was placed next to my house I wouldn’t mind.

JOYCE: We, as a Board, wouldn’t want the people to think that we don’t want them nor get the wrong idea. The Town of Wilmington received a letter doing the same thing. I’m going to give it to the Attorney and have him write a letter to Mr. Tebo.

TOM: Also say that we would like a meeting with Mr. Tebo.

JIM: I agree with Sam; until we have the Attorney look at it and say we should do this.

JOYCE: I don’t want people to think we are against it or handicapped people. Someone give me a resolution to have our Town Attorney review this and let us know.


Councilman Grimone, who moved its adoption, offered the following resolution.

WHEREAS A Resolution of the Town Board of the Town of St. Armand to give the Town Attorney the letter received by Sunmount Developmental Disabilities for review before making any decision.

This Resolution was duly seconded unanimously, and adopted as follows:
