REGULAR MEETING – SEPTEMBER 16, 2008

 

 

            The regular meeting of the Town Board of St. Armand was held on the above date at the Town Hall, Bloomingdale, NY.

 

PRESENT:     Supervisor Joyce W. Morency, Deputy Supervisor, Charles Whitson, Jr.                                     Councilmen Earl J. Dakin, Jr., Samuel Grimone, Thomas Jones, Town                          Clerk Cynthia A. Woodson, and Highway Superintendent Roger Oliver

            Supervisor Morency called the meeting to order at 7: 00 P.M.

 

            The Pledge of Allegiance was led by Councilman Grimone

 

RESOLUTION #53 – MINUTES

 

            A motion was made by Councilman Dakin, and seconded by Councilman Whitson, to accept the Regular Town Board meeting minutes of August 12th, the Special Board meeting minutes of August 19th, and August 28th. All were in favor. Motion carried.

 

RESOLUTION #54 – MONTHLY BILLS

 

            GENERAL: Vouchers #182 - 208, Abstract #9                    $59,087.62

            HIGHWAY: Vouchers #148 - 170, Abstract #9                    $29,721.14

            WATER & SEWER: Vouchers #102 - 113, Abstract #9       $ 2,488.80

               

            A motion was made by Councilman Dakin, and seconded by Councilman Grimone, to accept and pay this month’s bills. All were in favor. Motion carried.

 

RESOLUTION # 55– SUPERVISOR’S REPORT

 

            RECEIPTS:                                                    $ 26,731.26

            DISBURSEMENTS:                                      $ 71,892.73

            CHECKING BALANCES:                            $ 62,483.74

            SAVINGS BALANCES:                               $ 623,481.80

            A motion was made by Councilman Whitson, and seconded by Councilman Jones, to accept the Supervisor’s Report, the Water & Sewer Report, and Financial Reports. All were in favor. Motion carried.

 

SAND

 

            Roger said that he has asked two companies, Trudeau Sand & Gravel and Graymont, to put in a R.F.P. (Request for a Proposal) for the winter sand and only one responded, as Graymont is not selling sand this year. Trudeau Sand and Gravel, Inc. had submitted one sealed RFP. The Town Clerk read the RFP stating that 3500 tons of delivered sand is at $5.50 per ton. Councilman Grimone asked Roger how many tons on a tandem. Roger said 16 tons. Supervisor Morency stated that the sand last year was $4.80 per ton is approximately 17 percent more a ton. The sand will cost $19,250.00 and the budget has $16,800.00. Councilman Dakin asked how much the salt is this year and Roger said that the salt has gone up 30% this year. The Town is just starting to get their salt delivered.

 

 

 

 

RESOLUTION #56 TRUDEAU SAND & GRAVEL

 

Councilman Jones, who moved its adoption, offered the following resolution.

 

WHEREAS A Resolution of the Town Board of the Town of St. Armand accept the sole R.F.P. (Request For a Proposal) for sand from Trudeau Sand and Gravel, Inc. providing 3500 tons of sand at $5.50 per ton.

 

This Resolution was duly seconded by Councilman Whitson, and adopted as follows:

PAVING

 

            Roger said that the county is having some trouble with the River Road project as it is taking longer to do the grinding than they anticipated. The paving should be done on September 24th.

 

CULVERTS

 

            Councilman Jones asked Roger about the one culvert that was left over from Vine Street Project. Tom saw that only two was used; and three were bought. Roger said that the one culvert will be returned and the Town will be given credit.

 

SURPLUS OF BRUSH HOG

 

            Supervisor Morency stated that the County is having an equipment auction and Roger would like to put the brush hog in as surplus. The machine is 10 to 15 years old and requires a large farm tractor with about 85 horsepower to run it.

 

RESOLUTION #57 – SURPLUS OF BRUSH HOG

 

Councilman Whitson, who moved its adoption, offered the following resolution.

 

WHEREAS A Resolution of the Town Board of the Town of St. Armand declaring surplus of the Highway Department’s Brush Hog to be auctioned off at the Essex County Auction.

RAISED FIRE HYDRANTS

 

            Roger stated that Main St. hydrant next to the school has been raised, and they will be doing Prospect St. and Mill St. this year. Roger said they will need to raise the hydrant across from Decker’s Apartment building in Saranac Lake, and there are several other hydrants that should be done. Supervisor Morency said that Rockledge has a separate Water and Sewer District and we can use the money from there. Councilman Grimone asked about the cost of the risers for the hydrants. Cindy said that for the three risers, the cost was $1,277.70 and included the freight charges. Councilman Grimone asked if there are other places to consider for the pricing. Roger will check at Aire Dorrance, and Hulbert’s.

 

SEWER PLANT

 

            Supervisor Morency stated that AES Northeast of Plattsburgh, engineer Todd Hodsen has started the work for the Comprehensive Performance Evaluation (CPE), and is specifically directed toward meeting the conditions at the wastewater treatment plant. The cost is estimated to be $10,015 of proposed services.

 

RESOLUTION #58 - FORMAL APPROVAL OF COST ESTIMATES FOR C.P.E.

 

Councilman Grimone, who moved its adoption, offered the following resolution.

 

WHEREAS A Resolution of the Town Board of the Town of St. Armand to approve the estimated cost of $10,015 for AES Northeast of Plattsburgh, engineer Todd Hodsen, on the agreement for professional services at the wastewater treatment plant.

SEWER GRANT UPDATE

 

            Supervisor Morency stated that she has spoken with Diane from Vermont regarding the Sewer Grant that was not awarded to the Town of St. Armand. Supervisor Morency said that in October all users on the sewer will be getting a survey except those who already had filled one out. She said that Diane will prepare a letter of explanation for the survey and we will try again for another grant for spring of 2009.

 

CELL TOWER

 

            Supervisor Morency stated that the Verizon lease is still not ready yet. The Visual Assessment and the Adirondack Park Agency permit still need to be done and hopefully all will ready by the spring of 2009. Supervisor Morency said that the Adirondack Northway is getting cell towers and that is top priority right now.

 

SARANAC LAKE SKATE PARK

 

            Supervisor Morency stated that the skate park committee are raising money at Mt. Pisgah and asked the St. Armand Town Board's permission to be allowed to do a 5K run on the town road (Mt. Pisgah) on October 11, 2008. They have included a race waiver and insurance waiver papers with the letter. Trudeau Road is county road, and they will contact them.

RESOLUTION #59 - MT. PISGAH ROAD FOR 5K RUNS

 

Councilman Grimone, who moved its adoption, offered the following resolution.

 

WHEREAS A Resolution of the Town Board of the Town of St. Armand give their permission to allow the Saranac Lake Skate Park Committee to use Mt. Pisgah Road for their 5K run for a fund raiser.

SARANAC LAKE SCHOOL DISTRICT

 

            Supervisor Morency stated that she has received a letter from the Saranac Lake Central School Board of Education asking all Towns Board Members to attend a meeting to brainstorm ideas on how to deal with the current fiscal concerns. Councilmen Grimone and Jones said they would attend the meeting scheduled for November 12th from 7:00 to 9:00 p.m.

 

SUNMOUNT HOUSING

 

            Supervisor Morency stated that Jim Tebo called, on behalf of Helen DeSanto, and said that nothing has been done in writing yet. They have checked out the three alternative sites but no other information given.

 

TOWN HALL PROJECT

 

            Councilman Whitson stated that he has talked to Patricia Willette about the piece of property lot for possible sale. There will be another meeting with Councilmen Whitson and Dakin talking with Rodger and Patricia Willette. Supervisor Morency said that Joe Garco wasn't ready with any drawings tonight. He will call her about a week before the next meeting.

 

TOWN HALL STEPS

 

            Supervisor Morency stated that the masonry will come here on Thursday at 6:00 p.m. to meet with the board members to review the necessary repairs for the steps.

 

LAWSUIT - VALENZE AND WEINBURG

 

            Supervisor Morency stated that she was summoned to attend Grand Jury for the lawsuit between Valenze and Weinberg for an incident that happened two years ago. The Judge dropped the case.

 

WOOD BOILERS

 

            Councilman Grimone stated that he wants the Town Board to consider putting something in place for St. Armand before it becomes a problem. Councilman Grimone said that the industry is requesting municipalities to pass some regulations. There are certain specifications that need to be met. Supervisor Morency will get a copy of the regulations from the Village of Tupper Lake for review. After she has received it, she will set up a work session with the board members and the sets of regulations to review for the Town of St. Armand.
