Chairman Gillilland called this Public Hearing
to order at 11:30 am with the following Supervisors in attendance: Clayton
Barber, Robin DeLoria, Stephanie DeZalia, Derek Doty, Shaun Gillilland, Ken
Hughes, Steve McNally, James Monty, Tom Scozzafava, Matt Stanley, Davina
Winemiller, Margaret Wood and Mark Wright.
Charlie Harrington, Noel Merrihew, Michael Tyler and Joe Pete Wilson as
absent. Roy Holzer was excused.
Department Heads present: James Dougan, Judy
Garrison, Dan Manning and Michael Mascarenas.

I note the time is 11:30 a.m. I
will call this public hearing to order and ask of the reading of the public
hearing notice.

Notice of public
hearing proposed Local Law no. 2 of 2023.
Please
take notice that the Essex County Board of Supervisors will hold and conduct a
Public Hearing at the Supervisors’ Chambers at the Essex County Government
Center, 7551 Court Street, Elizabethtown, New York on the 27th of
March, 2023 at 11:30 a.m., on the proposed Local Law No. 2 of 2023 entitled,
“Essex County Room Occupancy Tax Law” continuing the imposition of a
hotel/motel occupancy tax.
Please
take further notice that at said public hearing to be held at the time and
place set forth above, the Essex County Board of Supervisors will consider this
proposed Local Law and hear all persons interested therein concerning the same.
Please
take further notice that a copy of the full text of such proposed Local Law No.
#2 of 2023 may be obtained upon request from the Clerk of the Board’s Office,
7551 Court Street, Elizabethtown, New York 12932.

GILLILLAND: Thank you.
I will give the courtesy of the floor to the County Attorney to give us
some background on this.
MANNING: As you all know we have a hotel/motel
occupancy tax which is a period of three years so we are on that cycle right
now. The current law will expire on
April 6, 2023, so that’s why we are here.
After this public hearing we’ll pass at the regular board meeting on the
3rd a resolution adopting this local law. This doesn’t change anything we’re still at
5% for the tax and the only change that we ever really did was some tweaking of
what a hotel/motel was to improve bed and breakfasts and other lodging
facilities.

to this proposed local law? Alright,
