Vice-Chairman Monty called this Public Hearing to order at 9:00 am with the following Supervisors in attendance: Matthew Brassard, Chris Clark, Robin DeLoria, Derek Doty, James Monty, Cathleen Reusser, Favor Smith, Matt Stanley, Ike Tyler, Joe Pete Wilson, Davina Thurston, and Mark Wright.   Shaun Gillilland, Charlie Harrington and Ken Hughes were absent. Clayton Barber, Steve McNally and Margaret Wood were excused.


Department Heads present: James Dougan, Judy Garrison and Michael Mascarenas.



MONTY:  Good morning, we’ll call the public hearing to order.  Judy –


Garrison:  Notice of public hearing proposed Local Law No. 2 of 2024

Please take notice that the Essex County Board of Supervisors will hold and conduct a public hearing at the supervisors’ chambers at the Essex County Government Center, 7551 Court Street, Elizabethtown, New York on the 4th of March, 2024 at 9:00 a.m., on the proposed Local Law No. 2 of 2024 entitled “a local law to create the office of Essex County Department of Transportation Coordinator and assigning to said office specific administrative functions, powers and duties to be performed on behalf of the board of supervisors”

Please take further notice that at said public hearing to be held at the time and place set forth above, the Essex County Board of Supervisors will consider this proposed local law and hear all persons interested therein concerning the same.

Please take further notice that a copy of the full text of such proposed Local Law No. #2 of 2024 may be obtained upon request from the Clerk of the Board’s Office, 7551 Court Street, Elizabethtown, New York 12932.

MONTY: Thank you Judy.  Anyone from the board have any questions or wish to comment?


DOTY:  When this new transportation department is formed will they become involved in department head meetings like we have?


MASCARENAS:  Yes sir. They will be required to report to the board just like any other department head would.  This really isn’t a new thing. We had a Local Law previously and the Transportation Department did act on its own behalf. When the department head left we really didn’t have anybody to take over, we didn’t have a farm system and we kind of threw it at Jim and said, fix this, get the revenue straightened out and train someone so that we can do better moving forward so we’ve done that over the last few years the department is in good condition.  The person that has been acting as the Deputy is ready for that next step and I think it makes sense to go back to the way we had it before and take that administrative burden off of Jim.

DOTY: I would like to add that Jim has been great to work with on all this Transportation stuff and he’s been good about transferring a lot of the calls for whatever to Doreen and I think it’s a smart move and hopefully relieves a little of what Jim goes through every week.


MASCARENAS: Yeah, that’s the goal.


MONTY: We’ll just find something else for him to do.  Anything else from the board?  Anyone from the public wish to speak?  In that case, we stand adjourned.


            As there was no further discussion to come before this public hearing it was adjourned at 9:05 a.m.
