Chairman McNally called this Public Hearing to
order at 11:00 am with the following Supervisors in attendance: Clayton Barber,
Matthew Brassard, Chris Clark, Timothy Follos, Kenneth Hughes, Mary Lamphear,
Steve McNally, Clayton Menser, James O’Bryan, Timothy Pierce, Richard Preston,
Cathleen Reusser, Matthew Stanley, Davina Thurston, Michael Tyler, Joe Pete Wilson
and Meg Wood. Tracie McGill was absent.
Department Heads present: Judy Garrison, Dan
Manning and Mike Mascarenas.
Also present:
William Tansey.
MCNALLY:
I call the public hearing to order.

Notice of public
hearing proposed Local Law No. 1 of 2026
Please take
notice that the Essex County Board of Supervisors will hold and
conduct a Public Hearing at the Supervisors’ Chambers at the Essex County
Government Center, 7551 Court Street, Elizabethtown, New York on the 12th
of January, 2026 at 11:00 a.m., on the proposed Local Law No. 1 of 2026
entitled “A Local Law fixing the 2026 salaries of County officers who are
elected or who are appointed for a fixed term.”
Please take
further notice that at said public hearing to be held
at the time and place set forth above, the Essex County Board of Supervisors
will consider this proposed Local Law and hear all persons interested therein
concerning the same.
Please take
further notice that a copy of the full text of such
proposed Local Law No. #1 of 2026 may be obtained upon request from the Clerk
of the Board’s Office, 7551 Court Street, Elizabethtown, New York 12932.

MCNALLY: Does any board members have
any comments or concerns? If not, does
the general public have any comments or concerns?
MANNING: Just a brief explanation let
the record show that we properly posted this notice in our official newspapers
within the required time period. The
public hearing is to basically consider Local Law #1 of 2026. This is a local
law that we enact every year by law we have to sanction section 201 of the
county. It requires that we post and set
the salaries of the appointed officials in the County of Essex and the purpose
of that is if you want to increase it or decrease the salaries you cannot do so
without a local law during the term while they are serving, you cannot do so
without a local law subject to permissive referendum and after this public
hearing we will be passing Local Law #1 of 2026 which is the actual salary
schedule.
MCNALLY: Alright if there is no comments, the public hearing is adjourned.
As
there was no further discussion the public hearing was adjourned at 11:05 a.m.
