SPECIAL BOARD MEETING

Chairman McNally called this Special Board meeting to order at 11:15 am with the following Supervisors in attendance: Clayton Barber, Matthew Brassard, Chris Clark, Timothy Follos, Kenneth Hughes, Mary Lamphear, Steve McNally, Clayton Menser, James O’Bryan, Timothy Pierce, Richard Preston, Cathleen Reusser, Matthew Stanley, Davina Thurston, Michael Tyler, Joe Pete Wilson and Meg Wood. Tracie McGill was absent.

 

Department Heads present: Judy Garrison, Dan Manning and Mike Mascarenas.

 

Also present:  William Tansey.

 

MCNALLY:  I call the special board meeting to order.  We already saluted the flag. Roll call.  Call of the meeting.

 

GARRISON:  Dear Ladies & Gentlemen:

You are hereby notified, that pursuant to and in accordance with Section 151 of the County Law, a Special Board Meeting of the Essex County Board of Supervisors will be held at Elizabethtown, New York at the Essex County Board of Supervisors Chambers on Monday, January 12, 2026 at 11:15 a.m., for the purpose of:

$                  Adopting Proposed Local Law No. 1 of 2026, Fixing the 2026 Salaries of County Officers Who are Elected or Who are Appointed for a Fixed Term.

RESOLUTION #18 – ADOPTING PROPOSED LOCAL LAW NO. 1 OF 2026, FIXING THE 2026 SALARIES OF COUNTY OFFICERS WHO ARE ELECTED OR WHO ARE APPOINTED FOR A FIXED TERM.

This resolution was moved by Mr. Tyler, seconded by Mr. Barber and adopted upon a roll-call vote as follows:

AYES:             2700 votes

NOES:                  0 votes

ABSENT:         153 votes      (McGill)

 

MCNALLY: Questions, concerns?

 

MANNING: Again, the record should reflect this special meeting was properly called by the Clerk of the Board pursuant to the direction of the Chairman, properly noticed and met all the requirements of the open meetings law it’s been on the county website also and as I said previously it is a local law we do every year that fixes the salary of all appointed officials in the county pursuant to county law and these salaries are to remain the same throughout their term. If you want to change it either upward or downward you have to do it by local law subject permissive referendum. This local law is also subject to permissive referendum so after today’s passage there will be a notice placed in the newspaper for a 45-day period the local law then will become effective.  That’s it.

 

MCNALLY:  Motion to close this meeting? Mr. Tyler, second by Mr. Barber. All in favor, we are closed.

 

            As there was no further discussion to come before this special board meeting it was adjourned at 11:17 a.m.
